About Kingston Centre for Independent Living (KCIL)

Kingston Centre for Independent Living has worked with Achieving for Children (AfC) & NHS South West London ICB since 2016 to broker Personal Budget services for children and young adults.  We currently support over 200 children, young people and families across Kingston and Richmond.

Personal Budgets/Direct Payments for social care funded respite and short breaks 

We also support adult Direct Payment holders in the Royal Borough of Kingston and the London Borough of Sutton, to recruit and employ Personal Assistants. We are also supporting adults with S117 Aftercare Personal Health Budgets (Mental Health Act)

SEND Code of Practice 2015 identifies that there should be a local policy and pathway for personal budgets. 

As personal budgets become embedded in practice, KCIL can provide children, young people and their families with a meaningful method of personalisation and choice in their support. 

The SEND Review (2020) recommended that the Department of Education ‘informs and guides a wider roll-out of personal budgets’.

Flow chart diagram. Right to Request - A young person or child's parents have the right to request a Personal Budget connected to their Education Health and Care Plan (EHCP). When to request - A Personal Budget can be requested when an EHCP needs assessment has been completed and an EHCP is prepared. It can also be requested during a statutory review of an existing EHCP. Choice - Personal Budgets are optional for the child's parent or the young person, but local authorities are under a duty to prepare a budget when requested. Working together - As an impartial advisor, KCIL work with families, coordinators and schools to develop a person-centred Personal Budget Support Plan (Section J) to deliver the outcomes and provision as identified in the EHCP (Section E and F)
